The OD of the shaft (on the area between the seal and the diff side) splines machined to match the minor diameter of the 27 spline side of the axle, therefore maximizing the torsional load.
The OD of the shaft between the seal and the birf side is the roll dia which is a bit larger than the minor dia of the rest of the shaft.
